According to the Dev interviews, since characters on Mounts aren't two separate models, one on top of the other, but just one model, and the Devs wanted the Mounts (of a particular kind) to be a bit different, they scale to the character (height at character creation), and wouldn't be able to scale to race, and

In Guild Wars 1 the transformations were a kind of PvE thing also open for humans. Supposedly it's something that could be extended to other races as well.
